ARC Fund is a premier Bulgarian research NGO, active in the field of research and innovation policy, and knowledge-based economy. ARC specialises in 2 main thematic areas, both important pillars of a knowledge society: Information Society, and Innovation and Technology Transfer. In both areas ARC is engaged in applied research and analyses, public policy support and advocacy, capacity building, training, and knowledge and innovation brokerage.
Throughout its 20-year history, ARC Fund has been involved in providing information and advice to policy-makers in government institutions and as such, has established contacts with various policy-making bodies. Starting in 2005, ARC Fund publishes an annual report entitled Innovation.bg, which provides thorough assessment of the innovation system in Bulgaria and any relevant policy developments in the country. Each year the report is presented to the Prime Minister at a forum attended by various Bulgarian policy-makers and business representatives.
ARC Fund has established numerous contacts with the most relevant research organisations in Bulgaria, and has a sound network of contacts with enterprises. ARC Fund has participated in and coordinated successful international projects supported by the European Commission (FP4, FP5, FP6, FP7, Leonardo da Vinci, PHARE), the World Bank, UNDP, USAID, and the German Agency for Technical Cooperation (GTZ). ARC Fund has been an official ERAWATCH country correspondent institution for Bulgaria in both the previous (ERAWATCH I – since Dec 2005) and the current phase (ERAWATCH II – since May 2007). EU projects with relevant policy and project management components which ARC Fund has been involved in include: CIVISTI, PACITA, Star-Net, TransBonus, TranSMEs, ForeTech, ForeIntegra, and FutureFood6. By combining its experience in foresight and participatory methods of policy development, ARC Fund is well placed to participate in the current project.
