Focus: Public Procurement in Sofia, Bulgaria – Case: Green Sofia

Al.Nevski_1The “Green Sofia” programme is an initiative which funds projects devised by citizens’ organizations, NGOs and various collectives of inhabitants of residential buildings. Its aim is to stimulate public society to be more active and single-handedly ameliorate gardens, green patches, playgrounds, etc. in residential areas. The financing instrument however integrates public procurement procedures for getting supplies of project-relevant items.
Namely the municipality is responsible for conducting public procurement for the selection of materials requested by the citizens for the implementation of their respective project. Due to this fact, for aiding the proceedings, there are indicative prices for each type of available equipment (plants and supplies, garden furniture, machines, tools, reconstruction materials) posted online so that the applicants could calculate more easily their green project budget. Given that fact, the funding on behalf of the programme could reach up to 2.000 Euro (VAT incl.) in the form of equipment for the planned project activities. This scheme of combined public procurement and society inclusion saves time and is considerably cost-effective.
